[clug-talk] Secure menu shell?

Hi,

A few weeks ago I read (or partly read) somewhere about a project to 
provide a secure, restrictive, console menu shell for users. Now when I 
need the information, I can't recall the project or it's name - must be 
an age thing :-(

This is what I need to do
Allow a (non-linux) user to login
Automatically display a menu (ncurses or other - there is no X running)
In the menu they will have a few options
    - Shutdown
    - Reboot
    - Run a predefined command
    - Exit/Logout

They should not have access to anything else or the ability to run any 
other commands (I'm thinking chroot, but that is not too important and 
may introduce more complexities). As they will already have physical 
access to the system, security is not that high a priority. I don't 
expect anyone to be trying to hack the shell.

Does anyone know of an easy to use/create, shell menuing system? 
Searching brought up a few options, but some look pretty complex and 
many others do not appear to be around any longer.
