For those interested:

There is a new IDS/IPS project on the go... funded by the folks at Homeland
Security and others forming a 'consortium' the project is the brainchild of
Matt Jonkman (of Emerging Threats -- originally 'bleeding-edge threats').

One of the main goals is to shed the current paradigm of how an IDS/IPS goes
about its business, and to that end shed the limitations imposed.
