Actually, his device is supported by the radeonhd driver which is not
proprietary. The fglrx driver is for older ATI devices.

Iirc Mint is a Ubuntu derivative and directly editing the xorg.conf
usually does not work anymore.
I would try running the Ubuntu Live CD first, and then work from there.
I would also suggest that he perhaps try the x64 version or the x86
edition, depending on which one he just tried.
I have no direct experience with Mint so I am not sure what to suggest
next.
