In a pinch, Princes Auto, Canadian Tire, or Home Depot carry alluminum 
rods, angle stock, tubes, etc.  For the rods, you can get smooth and 
threaded.  All three stores sell these relatively cheap (you shouldn't 
need to spend more than $10, I'd think, but that is a guess).  But I 
would try Princes Auto first - they seem to be a fair bit cheaper than 
the other two.

For the flange, I think this depends on the purpose of the flange.  If 
it is just to prevent the piece sliding around, a cheap spring clamp or 
something like that may do the trick.  Otherwise using a nut may work as 
well.
