The short answer is to use wine to execute your windows binary:
wine somerandomapp.exe
Having said that, WINE is not a magic bullet to get windows applications
to run under Linux. There may be a lot of work involved in getting an
application to run. There is also no guarantee that your application
will even run. A good place to start is the wine web site, where they
have some good documentation and forums:

The kinds of applications that have the most problems tend to be media
centric (eg. video, audio, and gaming) as well as those with copy
protection.
A better solution for the long term is to find open source applications
to replace the functionality. As a general tip, don't look to find a
single application to do all the things you want, you may need to use a
couple of programs to cover all the functions that you require.
I don't usually work with video, so I don't know a whole lot about the
state of video under linux. If there is no one on this list who can
help, the Ubuntu Studio guys and gals would be good people to talk to.
