It depends. There is not usually a single solution for all situations.
Things like the kernel version, the tools provided by the distro, the
hardware itself. Lots of variables.

I have never used Puppy or its derivatives, so I am not much help here.
I have some experience with some other small distros (eg. Damn Small
Linux), and they all seem to have 2.4 based kernels. What this means is
limited support for certain devices. Particularly hit hard are Wireless
devices. A quick "uname -r" from the command line will tell you what
version you have.

Ubuntu has a fairly recent 2.6 based kernel with a couple of extra
drivers pre-installed. Of importance to you is the LAN atl2 driver for
the Attansic L2 100 Mbit Ethernet Adapter. This is part of the default
Ubuntu install so this should work out of the box.
The wireless card is an atheros based device that may or not may work
for you out of the box. I do a lot of testing of wireless drivers so I
have a custom kernel on my eeePC. I can't remember if the stock Ubuntu
worked with that wireless device or not. Run "iwconfig" with no options
to see if it detects a wireless card.
For Ubuntu, most of your issues have already been documented at the
following site:

I have no experience with this distro, but you may need to build and
install the atl2 driver which can be found here:
http://people.redhat.com/csnook/atl2/
It looks like it is only for kernel versions 2.6.21 and up so you may be
in trouble with Puppy here.
